NAGRAT Calls for Review of Disciplinary Measures in Senior High Schools

The National Association of Graduate Teachers (NAGRAT) has urged the Ministry of Education to review disciplinary measures in senior high schools to empower school heads in maintaining discipline.
The call follows the recent shutdown of Sokode Senior High Technical School after a violent clash between students and community residents. The Ghana Education Service (GES), in response, has launched an investigation into the incident, while NAGRAT has condemned the students’ actions.
Speaking to the media, NAGRAT President Angel Carbonu stressed the need for stronger disciplinary policies that allow heads of institutions to effectively handle students who flout school regulations. He noted that current disciplinary structures limit the authority of school heads, making it difficult to enforce order.
“When we talk about corporal punishment, people think about caning, but no, there are other measures,” Mr. Carbonu explained. He expressed concern that students who consistently underperform or refuse to participate in academic activities are allowed to progress through the system without consequences.

“There are students who gain admission with a certain aggregate, yet after the first year, they show no commitment to learning. We are not even repeating students or withdrawing those who fail to meet academic standards. Some students do not attend classes at all but still sit for exams and move forward,” he lamented.
Mr. Carbonu also revealed that school authorities often face restrictions when attempting to enforce disciplinary actions. “When heads of schools want to take measures, they are told that in this dispensation, they cannot,” he said, highlighting the challenges school administrators encounter.
NAGRAT’s call for reform comes at a time when disciplinary issues in schools are becoming more frequent. The association believes that a review of the system will help maintain discipline and ensure that students take their education seriously.
