GES Directs Issuance of Outstanding Promotion Letters for Lower Ranks and Principal Grades
The Ghana Education Service (GES) has issued a directive to Regional, Municipal, Metropolitan, and District Directors of Education to expedite the issuance of outstanding upgrading and promotion letters for teaching and non-teaching staff within the Service.
This announcement was communicated in a letter dated January 2, 2025, signed by Angela Frimpomaa Nkansah (Ms.), the Acting Director for Human Resource Management and Development (HRMD).
The directive emphasizes the need to address pending promotions for staff in lower ranks and those advancing to Principal Grade positions. According to the GES, the following measures must be adhered to when processing the letters:
- Notional Effective Dates:
The date of submission of an application for upgrading will serve as the notional effective date.
The substantive effective date for all outstanding promotions is set as September 1, 2024.

- Documentation Requirements:
Copies of all issued letters must be compiled and submitted to the HRMD Division at the Headquarters via the Regional Office.
A signed copy of each letter must be retained in the employee’s file for record-keeping purposes.
The directive also clarifies that Metropolitan, Municipal, and District Education Offices (MMDEs) are responsible for issuing promotion and upgrading letters to teaching and non-teaching staff in the lower ranks. However, upgrading letters to the Principal Grade will be handled exclusively by Regional Directors.
This initiative is part of GES’s commitment to ensuring timely recognition of the efforts of its personnel and to addressing delays in staff progression within the Service.
