GES Begins Nationwide Job Evaluation; Staff Personal Files Required for Verification
The Ghana Education Service (GES) has directed all Regional Directors of Education to urgently compile and submit staff personal files as part of a nationwide Job Evaluation Exercise aimed at validating and updating records under a new Scheme of Service.
The directive, issued from the GES Headquarters in Accra and signed by Prof. Smile Dzisi (Mrs.), Deputy Director-General (MS), on behalf of the Director-General, forms part of a broader collaboration between GES, the Fair Wages and Salaries Commission (Fair Wages and Salaries Commission), and the Public Services Commission (Public Services Commission).
Purpose of the Exercise
According to the official communication, the exercise is designed to support the implementation of a new Scheme of Service by ensuring that all staff records are accurate, complete, and properly validated. The job evaluation process is expected to serve as a foundation for improved personnel classification and administrative reforms within the education sector.
Management emphasized that the initiative is both urgent and critical, requiring full cooperation from regional and district education offices.
What Regional Offices Are Required to Do
Regional Directors have been instructed to liaise with Metropolitan, Municipal, and District Directors of Education to collect and forward staff personal files to the Human Resource Management and Development (HRMD) Division Secretariat at GES Headquarters.
The files must be carefully vetted and arranged by district before submission to ensure efficiency in processing.

Documents Required in Each Staff File
Each personal file must contain, at minimum, the following documents:
- Letter of appointment
- Completed and signed personal record form
- Certified true copies of academic and professional certificates
- Copies of all promotion letters
- Any other relevant personnel documents relating to career progression and status
Strict Deadline and Urgency
The Service has stressed that the exercise is time-bound and of high priority. Regional offices are expected to ensure prompt submission of all required documents in accordance with an attached schedule referenced in the directive.
GES further cautioned that delays could affect the successful implementation of the new Scheme of Service, which is central to ongoing public sector reforms.
Implications for Teachers and Staff
The directive is expected to trigger a large-scale administrative review across schools and districts, as teachers and non-teaching staff may be required to verify and update their personal records.
While the exercise may place additional pressure on already busy district offices, it is also seen as a key step toward improving transparency, record accuracy, and fairness in staff placement and progression within the education service.
Conclusion
The nationwide exercise marks another significant step in Ghana’s public sector reform agenda, particularly within the education sector. Stakeholders are expected to cooperate fully to ensure smooth implementation and timely completion of the job evaluation process.
