CAGD Launches Nationwide Payroll Audit for Teachers and Government Workers

The Controller and Accountant-General’s Department (CAGD), in collaboration with the Internal Audit Agency (IAA), has launched a comprehensive nationwide payroll audit across Ministries, Departments, and Agencies (MDAs), as well as Metropolitan, Municipal and District Assemblies (MMDAs).

The audit, which began on 1st April 2024, forms part of the government’s broader strategy to enhance accountability, eliminate ghost names from the public payroll, and reduce financial irregularities within the public service.

The exercise is being carried out in phases, with each region scheduled for a specific period. Public sector employees under the central government payroll are expected to be physically present with valid identification documents—including the Ghana Card or staff ID—for headcount verification. Failure to participate in this verification process will result in the suspension of the employee’s salary.

According to a joint announcement from the CAGD and IAA, the audit is not limited to checking employee presence but also involves verifying the legitimacy of appointments and postings.

The effort aims to address longstanding concerns about salary leakages, unearned remunerations, and individuals drawing salaries despite no longer being in active service or having passed away.

This initiative echoes previous warnings from the Auditor-General’s reports, which have repeatedly flagged concerns over bloated payroll figures and discrepancies in personnel records.

By updating and cleansing the payroll database, the government hopes to recover funds lost through these irregularities and restore public confidence in the management of state resources.

The audit team has assured the public of transparency and professionalism throughout the process and has urged all government employees to cooperate fully to ensure its success. Heads of institutions are especially tasked to support the auditors and ensure their staff comply with the directives.

In a time when the government is under pressure to streamline expenditures and maximize efficiency, the payroll audit marks a significant step toward fiscal discipline and improved public sector governance.
