Senior House Master Blames Free SHS Regulations for Rising Indiscipline Among Students
Mr. Mark Anthony Kwashie, Senior House Master of the University Practice Senior High School, has voiced serious concern over what he describes as the growing wave of indiscipline among Senior High School (SHS) students across the country.
According to him, the alarming rate of misconduct among students can be traced to the constraints placed on school authorities by the new disciplinary regulations under the Free SHS policy. These rules, he noted, have made it increasingly difficult for schools to effectively sanction or repeat students who consistently flout school regulations.
“The problem is that some of the children in class have nothing doing, they’re fixated on social media,” Mr. Kwashie lamented. “Some are fixated on music, luxury and what they’ll enjoy today. Some students don’t even come to school, and the procedure to fail them is so cumbersome.”
He explained that the inability of school authorities to take firm action has emboldened many students to disregard school rules, knowing that there are no serious consequences for their actions. This situation, he warned, is gradually undermining the moral and academic discipline that schools have worked hard to uphold over the years.

Mr. Kwashie called on the Ministry of Education and the Ghana Education Service (GES) to review aspects of the Free SHS disciplinary framework to restore some level of authority to school administrations. He emphasized that while access to education is important, maintaining discipline is equally essential to ensuring quality outcomes.
“Education without discipline produces half-baked citizens,” he said. “If we truly want to prepare responsible future leaders, we must empower schools to discipline students appropriately.”
His comments have reignited public debate over the unintended consequences of the Free SHS policy, with many teachers and educationists sharing similar frustrations about the erosion of disciplinary control in schools.
