Ministry of Education Allocates Additional $117.1 Million to Boost Basic Education Through GALOP AF2

The Ministry of Education has announced a significant financial boost to Ghana’s basic education sector with the allocation of an additional $117.1 million under the Ghana Accountability for Learning Outcomes Project (GALOP) and its Second Additional Financing (AF2) initiative.

This new funding, made public during the first meeting of the GALOP Project Oversight Committee held on Tuesday, July 15, is aimed at scaling up targeted interventions that directly enhance learning outcomes in basic schools nationwide.

According to a speech delivered on behalf of the Minister of Education and Chair of the Project Oversight Committee, Haruna Iddrisu, the funds will be used to expand critical initiatives such as teacher training, school grants, and performance-based incentives. These interventions are designed to tackle learning poverty, especially in under-resourced and low-performing schools.

“GALOP AF2 provides an additional 117.1 million dollars to scale up targeted interventions in basic schools,” the statement noted. “We must ensure that every intervention—from teacher training and school grants to performance-based incentives—is effectively deployed and monitored.”

Mr. Iddrisu stressed that the success of the initiative hinges on robust oversight and a responsive approach to implementation. “Our effectiveness will be measured by the clarity of our direction, the quality of our oversight, and the responsiveness of our system to on-the-ground realities,” he stated.

The GALOP project, which is funded by the World Bank, the Global Partnership for Education (GPE), and other development partners, seeks to improve learning outcomes in over 10,000 low-performing basic schools and support teacher professional development on a large scale.

The oversight committee meeting brought together key stakeholders, including development partners, heads of implementing agencies, and representatives of donor organisations such as the World Bank. Discussions centred on strengthening inter-agency coordination and ensuring that every dollar of the newly released funds translates into tangible improvements in classrooms across Ghana.

The Ministry’s renewed focus on monitoring and accountability is expected to reinforce Ghana’s efforts to provide quality education for all children, especially in deprived communities. With this financial injection, the government reaffirms its commitment to bridging the learning gap and building a stronger foundation for national development through education.
