Government to Upgrade 30 Category ‘C’ Schools as Part of New Plan to End Double Track System

The government has announced a major push to improve equity and quality across Ghana’s secondary education system by upgrading 30 Category ‘C’ schools to Category ‘B’ status. The initiative was revealed by Finance Minister Cassiel Ato Forson during the 2026 Budget presentation on Thursday, November 13, 2025.

According to the Finance Minister, the upgrade forms part of a new two-year programme designed to eliminate the double track system and address long-standing infrastructure disparities among second-cycle institutions.

Ato Forson explained that the current categorisation of schools has created uneven demand, with Category A and B schools receiving the bulk of attention and overwhelming interest from parents, while Category C schools—which make up more than half of the available spaces—remain under-enrolled due to inadequate infrastructure.

“The reality is that while Category A and B schools receive overwhelming demands, Category C schools, which hold more than half of available spaces, remain under enrolled due to infrastructure inequality gaps,” he stated.
“This inequality must end and indeed will end.”

As part of the intervention, the government will enhance facilities in 30 selected Category C schools to elevate them to Category B status. This will include the construction of new classroom blocks, dormitories, and modern science resource centres to support effective teaching and learning.

“We will accordingly upgrade 30 Category C schools to Category B. We will build new classroom dormitories and modern science resource centres for these new schools,” the minister announced.

Beyond the upgrade of Category C schools, the government also plans to complete 30 abandoned E-block projects located in urban and peri-urban areas to expand access for students in high-demand zones.

The programme further includes significant upgrades for existing Category A and B schools. Category A schools will receive new classroom blocks, dormitories, and other quality-improvement facilities, while 10 Category B schools will be upgraded to Category A status through the provision of modern classrooms, dormitories, libraries, science laboratories, and ICT centres.

The initiative signals the government’s renewed commitment to equitable distribution of educational resources and the long-term strengthening of Ghana’s secondary education system. It also represents a critical step toward phasing out the double track system by expanding capacity and improving infrastructure across all school categories.
