GES Warns Headteachers Against Illegal Collection of BECE Registration Fees

The Ghana Education Service (GES) has issued a strong warning to all heads of public Junior High Schools (JHS) over the alleged collection of unauthorized monies from parents and guardians for the registration of candidates for the 2025 Basic Education Certificate Examination (BECE).

In a letter dated April 7, 2025, addressed to all Regional Directors of Education, the GES expressed concern over reports that some JHS headteachers are demanding fees from parents for the BECE registration, an act described as both unethical and illegal.

The letter, signed by Dr. Munawaru Issahaque, Acting Deputy Director-General (Quality and Access), emphasized that BECE registration in public schools is completely free as per government policy.

“It has come to the attention of Management of the Ghana Education Service (GES) that some heads of public Junior High Schools (JHS) are involved in the practice of collecting unauthorized monies… Such actions are not only unethical but also illegal,” the letter noted.

The GES stressed that no headteacher or staff member is permitted to demand payment for BECE registration. Any such claims or actions would be treated as a serious breach of protocol and could lead to disciplinary actions.

To ensure compliance, Metro, Municipal, and District Directors of Education have been tasked with investigating any reported cases of this malpractice and taking the necessary steps to hold offenders accountable.

The letter also urged Regional Directors to communicate this directive to all relevant officers and ensure strict adherence by heads of public JHS across the country.

Parents and guardians who encounter such demands are encouraged to report complaints to GES through WhatsApp on 0505865237 for immediate action.
