GES Issues Strong Warning on Salary Validation Misconduct

The Ghana Education Service (GES), through the Savannah Regional Education Directorate, has cautioned validators against the rising cases of salary non-validation of employees at post. The Directorate expressed grave concern over the alarming rate of re-activation applications being filed by staff due to preventable lapses in the validation process.

According to the circular, several malpractices have been identified as the root causes of this recurring issue. These include:

  • Validators using the ESPV system to settle personal scores with staff.
  • Allowing unauthorized individuals to access validation credentials.
  • Wrongful declaration of employees as “unknown” without verification or notice.
  • Failure to add staff as “Missing” until they are properly moved to their new cost centres.
  • Deliberately declaring employees as deceased, resigned, or on vacation of post when they are still active.
  • Submitting ESPV forms without thoroughly reviewing the work at all validation stages.
  • Staff failure to request transfer of their salaries after being reassigned.
  • Validators using mobile phones, which may not display the full ESPV features required for proper scrutiny.

The Regional Directorate has directed all Municipal and District Education Directors to apply appropriate sanctions to any validator who deliberately denies employees their due salaries. The sanctions could include verbal warnings, query letters, embargoes on salaries, and retrieval of unearned salaries into government coffers.

The statement further emphasized that no validator should use the ESPV platform as a punitive tool against employees. Instead, the process must remain transparent and strictly professional to safeguard the welfare of staff.

The Regional Director of Education, Bright Lawoe, signed the directive, with copies sent to all heads of institutions across basic and second-cycle schools, as well as the Regional Internal Auditor.

The caution underscores the GES’s commitment to ensuring fairness, accountability, and discipline in the salary validation process for all employees at post.
