GES Issues Directive on Submission of Official Documents

The Ghana Education Service (GES) Headquarters has issued a new directive to all Regional Directors, emphasizing the importance of following appropriate channels for the submission of official documents.

The directive, signed by Ms. Angela Frimpomaa Nkansah, Acting Director of Human Resource Management and Development (HRMD), seeks to reinforce proper communication protocols within the Service.

This directive, referenced GES/HRMD/ARD/24/002 and dated November 18, 2024, reminds all GES offices at the District, Municipal, Metropolitan, and Regional levels to avoid sending official documents directly to other agencies, particularly the Controller and Accountant General’s Department (CAGD), without routing them through the GES Headquarters.

Background

The reminder follows a previous letter (GES/DD-G)/28/24/140) issued on May 31, 2024, which outlined similar concerns. Management observed instances where some offices bypassed the established procedures, resulting in inefficiencies and risks to the processing of important documents.

Key Points of the Directive

Adherence to Protocols: All staff and offices are expected to strictly follow the approved channels for submitting documents to ensure accountability and effective processing.

Liability: The directive makes it clear that GES will not take responsibility for any document that remains unprocessed due to failure to comply with these submission procedures.

Coordination: The Service underscores the need for seamless coordination between its offices and other agencies through the Headquarters to maintain order and efficiency.

Call for Compliance

The letter appeals to the usual cooperation of staff and management at all levels, reiterating the importance of maintaining professionalism in administrative processes. The directive has also been copied to key stakeholders, including the Deputy Director-Generals, Financial Controller, Chief Internal Auditor, and the Head of the Payroll Unit, to ensure its implementation.

This move is expected to enhance the flow of communication and prevent unnecessary delays in document processing, ultimately contributing to improved service delivery across the Ghana Education Service.
