CAGD Issues New Directive on Routing of HR and Payroll Requests

In a bid to streamline human resource and payroll administration, the Controller and Accountant-General’s Department (CAGD) has issued a directive mandating that all requests relating to key employment processes must now be routed through the headquarters of respective institutions before reaching the CAGD for action.
Effective from 22nd July 2024, any request concerning reactivation, reinstatement, reappointment, re-engagement, termination, salary advance, or the creation of new management units must first be approved and forwarded by the headquarters of the applicant’s parent institution.
The CAGD explained that this measure is necessary to ensure institutional oversight and coordination, as several institutional headquarters have raised concerns about not being informed of requests originating from regional and district offices. “It should be noted that some headquarters have complained of letters to CAGD coming from the regions and districts without their knowledge,” the notice stated.

To enforce this directive, the CAGD emphasized that it will not process any request submitted directly by individual employees, district directors, or regional heads without going through the proper channel of institutional headquarters.
In addition to the routing directive, the CAGD reminded all public sector institutions, including schools and hospitals, of the importance of submitting monthly nominal rolls—comprehensive lists of all staff on their payroll. These must be certified by the institutions’ internal audit units before being submitted to the CAGD.
This policy aims to improve transparency, accountability, and centralized control in the management of public sector human resources and payroll operations across the country.
The directive is expected to enhance communication between the CAGD and public sector institutions and reduce the risk of unauthorized payroll changes or duplications.
