GES confirms that government has paid off all of basic school capitation grant arrears

The Ghana Education Service (GES) has officially announced that the Government of Ghana has fully cleared all outstanding arrears of the Capitation Grant for basic schools, covering the period from 2023 to date. This was contained in a press release issued on July 23, 2025, and signed by Daniel Fenyi, Head of Public Relations at GES.

The Capitation Grant, a key financial intervention for public basic schools, is aimed at supporting the purchase of essential teaching and learning materials, minor repairs, and other school-based management activities. According to the release, the disbursement of these funds underscores the government’s unwavering commitment to promoting quality education and ensuring the smooth running of basic schools nationwide.

“This payment reflects government’s strong resolve and practical support towards the smooth operation and effective management of basic education across the country,” the statement noted.

GES emphasized the importance of the Capitation Grant in empowering heads of basic schools to operate with greater autonomy and accountability, ensuring quality education delivery even amid financial constraints. The Service further acknowledged the instrumental roles played by the Ministry of Education and the Ministry of Finance in ensuring the timely release of funds, especially during times of economic difficulty.

“We commend all heads of basic schools for their patience and continued dedication in ensuring that teaching and learning have remained uninterrupted, regardless,” the statement added.

GES also urged all school heads to use the released funds responsibly and in accordance with existing guidelines. Monitoring teams at the district and regional levels, it said, will intensify their oversight to ensure value for money and compliance in the utilisation of the grant.

Reaffirming its commitment, GES stated its readiness to work collaboratively with stakeholders to enhance school management systems, improve learning outcomes, and guarantee inclusive, equitable, and quality education for every Ghanaian child.

This latest development is expected to bring relief to many school heads who have been grappling with delays in the release of funds, and it reinforces the government’s pledge to invest in basic education as a foundation for national development.
