Electoral Commission Releases 2024 Certified Voters Register
The Electoral Commission (EC) of Ghana has officially released the certified voters register for the 2024 general election, highlighting key details about voter classifications and the total number of eligible voters. The data was disclosed in a press release signed by Deputy Chairman of Operations, Samuel Tettey, emphasizing the commitment to transparency and accuracy in the electoral process.
Breakdown of Voters
The EC’s report reveals that the total number of voters registered with biometric data stands at 18,640,811. These individuals will undergo biometric verification on Election Day, ensuring security and authenticity in the voting process.
Additionally, 131,478 voters have been identified as “Special Voters.” These are individuals with special duties on Election Day, such as security agencies, media personnel, and EC officials, who are permitted to vote in advance.
The report also notes 1,870 voters who registered but do not have biometric data due to data corruption issues. These voters will be verified manually on Election Day to allow their participation in the election.
The total number of valid voters for the upcoming election is reported as 18,774,159, a figure derived by adding voters with biometric data, special voters, and those without biometric data.

Exceptional and Special Cases
The register includes an Exceptions List with 33,352 voters, as well as a Multiples List containing 26,569 voters who are flagged for having multiple entries. Furthermore, 2,141 voters are on the Proxy List, allowing designated individuals to vote on their behalf.
The EC has also confirmed 310,579 as transferred voters—individuals who have had their registration moved to different polling stations, likely due to relocation or other logistical reasons.
Absent Voters and Polling Station Adjustments
A significant feature in this year’s report is the Absent Voters list, comprising 441,173 individuals. According to the EC, this category is expected to equal the sum of special voters and transferred voters. However, 884 voters were excluded from the Absent Voters List because certain polling stations were closed. These closures occurred for administrative reasons, such as not meeting the minimum voter threshold or responding to community requests for closure. Despite these adjustments, the EC assures that records of these voters are maintained securely within the Voter Management System to ensure accountability.
The EC’s release serves as a comprehensive summary of the voter distribution and preparation for the 2024 elections, underscoring the commission’s dedication to a transparent and fair electoral process. As the country heads into this crucial period, the EC aims to provide a streamlined, secure voting experience for all eligible citizens.
