CAGD Rolls Out Upgraded GoG Employee Payment Voucher Validation System

The Controller and Accountant-General’s Department (CAGD) has announced the roll-out of an upgraded Government of Ghana (GoG) Employee Payment Voucher Validation Application aimed at strengthening payroll controls and preventing errors in salary payments.

In a circular dated January 19, 2026, and issued to relevant institutions, the CAGD said the upgraded system introduces a more robust and improved payroll validation process to enhance accuracy and efficiency in public sector salary administration.

According to the Department, the upgrade forms part of broader efforts by the Government of Ghana to tighten payroll checks and eliminate challenges associated with salary processing across public institutions.

As part of the implementation process, the CAGD disclosed that step-by-step instructional videos have been developed and shared to guide validators through the new validation procedures. These videos have already been circulated to validators who have completed and submitted their validator update templates to the Department.

Immediate Action Required

The CAGD has urged all validators who have not yet received either:

  • the link to the upgraded validation application, or
  • the instructional videos, to urgently contact the Department for assistance.

Important Notice to Institutions

The Department further cautioned all institutions to ensure that their validator lists are fully updated on the new system to avoid disruptions.

Crucially, the CAGD emphasized that the upgraded validation application will be used for the validation and payment of January 2026 salaries and all subsequent salaries.

“The prompt cooperation of all institutions is essential to avoid delays in salary processing,” the circular stressed.

The notice was signed by Kwasi Kwaning-Yeboah, Controller and Accountant-General, reaffirming the Department’s commitment to improving public payroll management and ensuring timely payment of salaries to government workers.
